No wipe is planned until 1.9. After the release of 1.9, it will definitely be, but it is not exactly clear in what time frame. How will a stable kernel for the server appear, fixed for 1.9 plugins + some time for preparing a map, spawn, etc. I think it should be calculated like the release date is 1.9 + 1-2 months.
