Try disabling VSync in the game, unchecking the "read-only" checkbox on the game folder, in the disk properties -> security, give all permissions to all user groups. I don’t know what exactly helped me, but now there are almost no friezes, I play at ultrax 1080p, resolution scaling 200%, MSAAx8, play on SSD. Steam license.
