number of settlers depends on the charisma of GG + 10 more on top, sort of. And if it's shorter - either pump charisma to max, or this is your limit.
The local leader is fully pumped, and the charisma is 6 (it turns out that the maximum should be 16, but in practice 18). And why do some people even have 25 people in the settlement, after all, the maximum is level 10. Even if there really is a limitation, then how to remove it besides pumping? Maybe some files need to be corrected or a code entered?
Charisma 10 + gear put on charisma + glasses (shows 13 charisma in pip-boy) - all the same 21 people in a maximum of 3 settlements, moreover, it is no longer possible to resettle settlers there from other settlements. 25 people probably only with cheats
