Can't find where to pump skills (Payday 2)

This problem was downloaded by PayDay 2 after passing the first mission uploaded lvl. I wanted to upgrade my skills in the menu, but I couldnâ€™t find them. Looked through the searched in the menu of this section just not. Help I will be grateful.

You enter the inventory there at the bottom left of the perks, and above the perks are skills

The game does not start. The initial installation is being written. Install Msiexec (step 1 of 1). Then the window disappears. And the game won't open. Because of what could this be?
