Something with graphics, most likely.

1) Most likely problem: Graphics - make sure your graphics card has the latest drivers. Also, it will not be superfluous to make sure that there is a normal DirectX, and the C ++ and .Net Framework are updated (you never know, what if ...). Also delve into the video settings of the game. Some are too underestimated or, on the contrary, overestimated. For a start, try to shift all the sliders to the minimum graphics, and set the resolution to 1024 X 768. Restart the game. If it becomes normal, then move all the parameters one division towards improving the quality, reboot again. And so on, until you know "by typing" at what maximum parameters the game will work. I agree, this is a very long and dreary process, but I personally do not see any other way. If the glitch does not disappear with the minimum settings, then try the other way around - set all the sliders to maximum and decrease them. Set the resolution you need after you sort out the problem, or try all the combinations. I had something similar - on the map and in the game, some incomprehensible wide stripes stretched from roofs and trees. I increased the drawing - and everything became normal.
2) It is unlikely to be connected with this, but a heap of advice: Operative. Remove unnecessary programs from autorun that run together with Windows and hang in the background. These can be utilities for setting up a video card, utorrent, skype, something else, programs for automatically updating installed applications, etc. Just leave the antivirus. To open this utility, press the WIN button (the circle with the logo in the lower left corner of the keyboard) and the R button at the same time. In the window that appears, type in msconfig, select the "Startup" tab and uncheck all unnecessary -> "Apply". Also, the RAM can be increased by using an extra flash drive through the ReadyBoost technology (the flash drive will work as additional RAM, but you won't be able to "take" more than 4 GB from the flash drive):

3) And another piece of hardware advice that is not related to this problem. But very helpful and tested. The Sims 3 strains the hard drive a lot. Therefore, to install games, it is better to purchase an additional hard drive in general.
Installing on a second logical drive will not help (if the hard drive is partitioned into logical drives). Working from a second hard drive, games will not interfere with the system. As well as the system will not interfere with the games. The game, of course, will not "fly", but it will become much less braking, especially if you buy a good, fast hard drive. I have an old old man (160 GB), but even on it the game runs comparatively faster than when it was on the main one, together with Windows.

Well, and also the "classic" advice, which most often write many in response to any questions about the glitches of sims - the curves of the fashion in the game. It's strange that no one has yet had time to write this))) If only to calm your conscience, check the Sims3 Daschboard program.
But personally, I think that in this case, it is unlikely that the problem is related to mods. 90 percent chance that the graphics settings.
Although, there may be another option: the map on which you play does not quite correspond to the version of your game (too outdated or too fresh). Try starting a new game on a different map.
