Perhaps you visited these locations on a low level, for example, if you just walk next to the location where the armor is, then when you follow. C 40 is stably located in places where power armor can appear in principle. I have several kits for this reason. Until 40 is all bad luck - you shouldn't rely on it.

Apparently you have such a karma .. At level 61 I have a complete set + 2 torsos + a helmet, while I was not yet in the holy sea, I visited the court at ~ 45th, there was a complete x-01 with modification 3 of all parts, but at the checkpoint, I ended up there on some 20, there I had a T-60. Maybe it also depends on the level of difficulty, I play on the latter.
