Bug with the scale of strength and stamina (Fallout 4)

For some reason, the scale does not fill up for me. I cannot speed up while running (for a few seconds) and cannot use hand-to-hand combat. But when I just run with a light run, then my character from time to time starts to run faster and then again to run lightly, but at that moment I did not press shift (acceleration), also when I press Lalt (Hand-to-hand combat) I can hear shortness of breath (like a character). How to fix this BUG ????
