Cat Rescue (Batman: Arkham Knight)

do you need to search for absolutely all 243 pieces? or not all enough? while 30/243 is on, but the next mission to rescue the cat is still inactive.

All are needed to fight the Ridler.
To save the cat you need to complete a special branch with quests. They will appear as you progress through the main mission.
