Automatically marking enemies with bnoklem (Metal Gear Solid 5: The Phantom Pain)

In the game, binoculars do not mark enemies (until you place a mark). The tooltips say that flagging should happen automatically, but you can turn it off. I assume that I accidentally disconnected it, but I can’t find how to connect it back. Help.
