Win10 have UAC (User Account Control)? Most likely, the problem is because of him.
The required folder is not created in AppData (the game creates this folder, but UAC transfers it to another location).
From the options, you can either disable UAC and reinstall the game, or create a folder yourself.
In the address bar, enter% appdata%, press Enter on the keyboard, and you will find yourself in the directory. You create a folder "Battle for Middle-earth - My files" there (here it is not a fact that you need to create just such - the names vary, but with the official Russian license this is the folder that is created).
You can also put the options.ini file in it (a regular text file; create and save as options.ini in notepad) with the content:
