Low upload speed, I can't post anything on the Internet!

Good afternoon, I have such a problem, I can't post anything on the Internet, I can't upload photos to a friend, I can't upload a video, I can't even put an avatar on any website. I understand that I have a low upload speed, I went to check on Speedtest, it shows that the upload speed is 94.69 Mbps. This problem is only on a computer, if I go through a laptop that is connected to the Internet via Wi-Fi, or through a phone, then everything works fine. How to solve this problem?
