Mods on licenses do not start. What to do? (Euro Truck Simulator 2)

I do not run any mods, although the game is licensed. Launched both from steam, and a shortcut to the rob. table and with administrator rights. nothing helps. What to do?

I found a problem and decided to write it. I ran Steam without administrator rights, so even running from a shortcut, there were not enough rights to activate the mods in the manager. that's all.
