There is no optimization for loading textures in the game at all. So it does not start. They made them 4000 permission, in skurim there were 512 and 256 for example. and this is a type of show-off with HD, which is still not in the game at all. and with a large weight of individual files in megabytes, but they do not load normally. Then you need to put a lot of modifications on top and the game will fly.
