Launch problems (Sid Meier's Civilization: Beyond Earth)

I am having a problem launching the game.
The fact is that Sid Meier's Civilization: Beyond Earth - Rising Tide, starts only in full English. At least with text localization in Russian, the game refuses to start. What to do?
