Crash at startup, the launcher does not see the video card. (Fallout 4)

When launching the launcher, the game simply does not find the video card. ATI Radeon 4850 hd.
Manually tried to set permission, no way. The resolution did not change in the settings. When launched, the game crashes immediately.
