Crafting weapons \\ armor (Fallout 4)

in the game, as I understand it, weapons / armor according to some recipe (if they are of course available) cannot be created or I just did not get to this?
Or, simply put, workbenches for creating armor / weapons could be called workbenches for improving armor / weapons =))
That is, you cannot create - you can only improve it, right?)

Like, only improvement, not creation. But, for sure, there are already mods for crafting weapons and ammunition. I did not see it on the reservation, but it is quite possible that someone has already created such a mod)
