NPC does not move in the quest :( (Fallout 4)

A quest about a crashed plane near a bridge, a certain Ness asks for help to clean up the location with her, you need to meet her at the plane. When we reach the plane, Ness fights with raiders or mutants, after which he freezes in place and is inactive :( What to do, tell me, I would like to go through the entire fallout, did anyone have such problems ?!
