Most likely because the developers wanted to make the game as cinematic as possible in order to show the horror and pain of war.
CPU - R7 3700X, 1060GTX 6Gb, DDR4 - 3200. The game set the graphics settings by itself, the resolution is 1920x1080, everything is at low, synchronization is disabled.
In the game, the FPS is stable at 68-90.
The day before yesterday I installed 3060 Ti 8Gb, the game set the settings again.
1920x1080, everything is high. only DLSS is not included.
Fps in the game 120-130.

In COD Vangvard, my fps is 200, on ultra settings, HD resolution, DLSS is disabled.
