I have a license and Steam is installed and installed in Steam GTA and Fallout 4 was deleted how to restore the game so as not to reinstall
So you just lost a game from your library? If so, then you have a direct road to the support.
If the game is still on disk, you do not need to reinstall.

if you have a folder with files from fallout 4 then stupidly throw them in steam it will be something like this
Spoiler
If your game has disappeared from the library, then, as already mentioned above, contact those support.
It won't help here, but for the future: from the beginning, when you just installed the game, you make a backup -> http://prntscr.com/96ae41 -> http://prntscr.com/96aeb6 -> http://prntscr.com/ 96aemb -> http://prntscr.com/96aetq -> http://prntscr.com/96af8t ... If you figure out the backup, you can probably restore it too.

I don't even know how the game can delete itself.
If the game just disappeared from the library, then you can move the game folder to another location and tell the Steam where the games folder is, with the OS restarting if the Steam is stupid. By default, the game
folders are located here (C: Program Files (x86) Steam steamapps common)
For example, I have steam installed as standard, and the games folder on the D drive (D: Games Steam steamapps common )
