Not everything. Some parts need to be built 3 pieces. Or, indeed, the "Scientific Victory" checkbox is not checked in the game settings.

the ship still needs to be launched

there is a special procedure for sending them to the capital.
there is a check mark on the upper right corner of the game, click.
Find the WAY TO VICTORY, there will be a SCIENTIFIC VICTORY.
