Launch problem. (StarDrive 2)

Does not start, the first splash screen passes and freezes, no errors, no crashes. "The program is not responding."
Win 7 64x. Tried installing dotnet 3.1 and 4.0, doesn't help.

I put it on different disks. I reinstalled, cleaned the cache. Nothing helped.
