Quest shadow of steel and pilot-captain Kels (Fallout 4)

Good day.
I caught a very unpleasant glitch regarding the Shadow of Steel quest. Upon arrival at the airship, a script is launched where Dance reports to Kels about the success of the GG, but his mother, KELLS, is simply not there. The marker is lit but no one is there, as a result of which it is banal to continue the quest.
Has anyone come across such a jamb and is there a way out of it?
