Launch problem on laptop. (Not pirate) (Payday 2)

When I start the game, everything seems to be normal, a black screen, but after a couple of seconds the Engine program stops working.
What to do?

Are there any mods? If not, reinstall it.

Yes, I'm sure there have never been any mods on the laptop + completely deleted the PAYDAY 2 folder from the Steam folder

The game does not start. The initial installation is being written. installing Msiexec (step 1 of 1). Then the window disappears. And the game won't open. Because of what could this be?
