Phantom of pain. Quest? (Fallout 4)

In the sewers not far from Diamond City, I found 4 holotapes, none of which is the Phantom of Pain. I went through the location far and wide, I did not find it (or where to look for it). Maybe I'm missing something? Or they just stuffed the holotapes ...
