Not a fact. Enemies at locations are reviving, and often quests are given to previously cleared locations.

You can join everyone, even the institute, but then you will decide who will live.

Quests along the way are really endless, already a couple of times they were sent to previously cleaned locations with a respawn of all loot and monsters =)
