Hanging quest (Fallout 4)

Kotans, at one point the quest "Cleansing Senchuari" appears, one of the goals of which is to talk to Preston, but this point is automatically counted and that's it, the quest hangs like a dead weight, when talking with Preston, all the same old options appear. The description says that you need to tell Preston that you cannot count on the support of this settlement. Is it possible to fix or remove bagulin from the log using the console?
