Stats problem (Fallout 4)

Help people, maybe someone has the same problem. I put on gear for + 1c and + 1c, but the stats do not change. And I wear another clothes with + 1har and the stats change in the "Parameters - SPECIAL" tab. That this is a glitch (just not displayed?).
And the second question - do stats over 10 influence? I have 11 intelligence with a bobblehead.
