Settlement defense (Fallout 4)

Why is there an exclamation mark next to the need for protection (i.e. shortage) in the pip battle, in the section of settlements (info - workshops), but in the settlement itself (in the construction section) protection is green? Well, in green - that is, there is enough of it.
