Apparently, they put a mod on the interface for 4: 3 monitors. If there is an Interface folder in the Fallout 4 Data folder, delete it.

If about the one in% username% Documents My Games Fallout4, then you can simply delete them. True, the next time you start, you will need to set the settings again. If it does not help, delete all ini from there and from the folder with the game (including Fallout4 Fallout4Prefs.ini in it) and re-check the cache.
