How to make/add more AI (Total Annihilation)

I know one thing:
If you're playing Skirmish, the number braesti teams AI depends on the map where you start the game.
Each map in the description are almost always mentioned the number of players.

Well, I'm not exactly sure, but it seems like Skirmish should default the game to be, it's like a separate regime to Supplement with two story. I have about 15-20 years ago on CD and it was :)
