Perks will affect the speed at which the gauge is filled or the ability to "accumulate" critics. To execute it, you need to press the spacebar AT THE MOMENT OF THE SHOT. That is, aiming at the VATS - fired - while the bullet was flying, pressed the spacebar - the enemy received a crit.
