Processor load (Fallout 4)

I have an i5 3210m laptop and a radeon hd7670m graphics card. During the game, the percent is loaded only by 30-40% and the video card by 80%. In this case, the game gives out only 15-20 fps at minimum. What can be done?

supply 0.280 antifreeze or whatever it is. from Boris Vorontsov. Approximately with the same iron it works for ultra.

read more about radeons. maybe it's the drivers. I deliberately only took a pentium percents and always took a nvideo card. I don't need these troubles. And then if the operatives are 512, then there is nothing to catch. maybe this is it?

I doubt that the matter is in the radeon, my load has not increased at 970 and above 60 percent.
