Learning perks (Fallout 4)

Is it possible to learn perks that require higher stats than they are?
For example, if inta 3, and you need to study "flea market" (req. Int 5), is it possible to eat mentat and temporarily, raising the intuition, study?

No. When pumping lvl, instead of a perk, you get intellect / charisma / etc. Mentats and other rubbish only for temporary use, for example, in battle, before the dialogue.

No, temporarily impossible, but you can raise it by reading books, found Bobbleheads and additional buns of other perks.
