Problems with the outline around objects during construction (Fallout 4)

During construction, cooking, modifying power armor, a very unpleasant troubles arise.
The same but red when the item cannot be placed anywhere.
I tried both on the minimum and maximum graphics settings. All the same

I have exactly the same problem, it seems to me it happened due to the fact that the game launcher could not detect the video adapter. I would be grateful if you can somehow help, it is impossible to build with such flickering.
