Permanent load / freeze (Fallout: New Vegas)

Faced friezes on old and new hardware.
Fps in the game is almost stable at 70 fps, but when traveling, I often notice some kind of second load with a sharp drop in fps to 54-56. The overloads are quite noticeable. I read that this is a problem of the engine, they say the loading of pieces of locations is too noticeable. This problem seems to exist on the PS3 too.
The question is - is it really so? Who has the same load in Fallout?

Everyone has long been accustomed to a lagging engine, this is quite the norm

For the life of me, but something I can not remember about the second friezes.
I played normally, nothing like that happened.
Unless they made a clumsy Rusik, waited a minute each time for the heads. the menu has loaded.

Lags are possible due to shaders, you can replace the sD3DDevice line
