Go ... Documents My Games Fallout4 open Fallout4Pref.ini, change iPresentInterval = 1 to iPresentInterval = 0 if suddenly.

This parameter is responsible for the fps limiter, not the vertical sync. These are two different things. Synchronization in the game is always disabled and does not want to be enabled even if you force this parameter through the video card driver.
