Performance Issues (Cyberpunk 2077)

On my system, it produces 39-45 fps in the city, which is at low settings, which is at medium-high. I understand that the system can hardly be called powerful, but according to the systems it seems to be suitable. Help me achieve at least 50-55 frames ...

PS I dug in the NVidia Control Panel, updated the firewood, I close other applications during the game.

And yet, on top of that, there is no difference in fps between "ultras" and "low" graphics settings. The CPU is only 40-50% loaded.

Have you lived on the moon for the last year? The cyberbook is shitty. The game has no optimization. RTX 3070 in full hd with rtx does not hold stable 60 frames. And 6/12 protsy will eat under 100ku.
