If the tree is fully pumped, then 289 are skill points that are spent in the three central nodes to increase the powers of the Wolf, Bear and Raven.
The level of enemies is regulated in: settings-gameplay-level scaling. But all the same, the maximum gain is +60 the level of enemies from yours, so either you re-cheated, or glitches.
