Freezit (Fallout 4)

Hello. I ran into a problem when starting the game. Freezes about once a second constantly at the same interval. The game does not slow down between freezes. Freeze at any setting from low to ultra. Comp - I-5- 2800, Geforce GTX 550 Ti (1 gb), 8 gb Ram, WIN 7 sp 1. A friend has the same computer, all the rules go. Thanks in advance for your help!
