Building Upgrade (Anno 2205)

Why can't I upgrade some residential buildings? The "raise" button is inactive and it says: "there are no buildings of this type 1 (or 2)".

because there must be a balance, you cannot penetrate all residential buildings, there must be some%, level 1, some level 2, etc. To do more of the houses you need, build more houses and apai of the previous level!
