FPS on R7 250 (The Witcher 3: Wild Hunt)

Is there a way to increase it? At a resolution reduced to 1280x720 and minimum settings, the game produces only 20-30 FPS. In this case, the video card is also overclocked. I tried to change configs, but did not receive any increase. What parameters should be changed in the configs so that the FPS grows and the picture does not become much worse? Are there any special mods to increase FPS? I have a pirate with patch 1.05, is there any point in buying / downloading the game with the latest patch?

How much memory does it have, if 1GB is not enough, I have incredible textures in Novigrad with settings of 1920x1080, and everything else at low, consumed 1700MB, only I have an R7 260x 2GB card, 40 fps in fields and 35 in Novigrad
