Quarantine platform (Metal Gear Solid 5: The Phantom Pain)

There are 3 cells on the platform: in one there are 4 peasant skulls, in the second there are 2 sniper (girls) skulls, and the third cell is empty, who did I miss? The game is almost complete, I evacuated all the skulls on assignments.
