Base Personnel Question (Metal Gear Solid 5: The Phantom Pain)
When there are too many people, it is periodically written - the excess of the number of personnel, so many are dismissed.And on what basis do they leave - new recruits (during missions and sorties, received in external assignments) or the worst on the lists?

Miller is in charge of staff allocation. The staff is decreasing for various reasons, this can be traced in personnel management. Someone is fired, someone leaves, commits suicide or is killed during the execution. All this can be monitored. If there is a soldier whom you do not want to lose for any reason, conclude a direct contract with him (it also does not allow him to move to other units during automatic distribution)
