Tactical Tits (Eve Costume) (Metal Gear Solid 5: The Phantom Pain)

The description for Eve's suit states that it provides a "tactical advantage" when unbuttoned. Well, I figured that it probably works like a poster: a soldier sees boobs, runs up and stares, and in the meantime you can put him in hand-to-hand combat. But it doesn't work. Although the soldiers can see the boobs, they still start shooting. Maybe they are gay and start shooting at the "hated enemy"? But that's not the point. Is it in the gameplay that this "tactical advantage" takes place? Or just from the bulldozer wrote?
