You go to the Pause Menu - Gallery, select the desired photo and pock the Save button (see which one below for the prompts)
Another thing is that for some reason it turns out that the limit of 96 photos is common and not only for local photos. Since when I click to delete a photo from the gallery, it is also deleted from the Social Club.
