Everything is bad. I screwed up the save. This glitch was registered in your save. I don't even know what to advise here. Open the menu and select a mission, or is it possible to return to Mother Base? Try pressing Esc and selecting "Return to ACC". If all this does not work, then delete the save and either start the game over, or download someone's save.
In theory, the game still thinks that you are on a mission, so "Return to the command center" should be available in the menu.
