Patrols and Territories (Mad Max)

How to 100% remove the threat of patrols on the territory? For example Black Cut. Captured and neutralized everything you can. It even wrote that the threat was eliminated by 100%, but the patrol still drives there and the threat level itself is 1/5 (at the very bottom of the circle)

If there is still something in the threat circle, then you have not done everything. Also, the complete seizure of the territory does not remove all enemies, all the same there will be patrols of Thugs and enemies at specific points (scavenging places, for example)
