Communication Layer (Metal Gear Solid 5: The Phantom Pain)

I can't figure out how to see the level of communication with a partner at any time?
When I rocked the dog and Silent, I recognized this parameter only immediately before sending on a mission.
Now I'm pumping the horse and I'm going to pump the robot - so I want to know if there is a way to recognize this as something else.
