There is no cutscene with a true ending after completing mission 46. (Metal Gear Solid 5: The Phantom Pain)

What does it mean? When the minibus leaves the hospital, then it turns over and that's it, the screen with the rating on which the mission was completed, I press further and throws it into the helicopter, vtf, why do others start a cutscene with a true ending?
