At 35-36 level, there will be nothing better than set ones. For 2 simple reasons:
a) set damage is comparable to normal damage, but a level higher
b) the best loot that the GG can find is generated randomly in the interval from Geralt's level -6, to (in the best case!) Geralt -1.
That is, in fact, only at the 38-40th levels of the GG is the probability of getting a sword better, well, for example, a bear, is real.
